Former official labeled as a “sexual predator”

Brian Jeffrey Raymond, a former CIA agent and ex-secretary at the U.S. Embassy in Mexico City, has been sentenced to 30 years in prison for sexually assaulting at least 28 women in Mexico and possibly in his home country as well. The sentencing was handed down by federal judge Colleen Kollar-Kotelly, who described Raymond as a “sexual predator.”

 

Raymond, 48, was arrested in Mexico in October 2020 after a naked woman called for help from his balcony. Although he initially avoided Mexican justice due to diplomatic immunity, he returned to the U.S., where authorities discovered hundreds of photographs and videos documenting his abuses in his files. The former agent used his official residence in the Polanco area of Mexico City to drug, assault, and photograph women he met through Tinder and other dating apps.

 

 

During the trial, it was revealed that Raymond lured his victims to his apartment, drugged them, and photographed them while they were unconscious. The victims have reported severe psychological trauma, including nightmares and recurring trauma.

The conviction comes at a time when the CIA is facing a series of sexual misconduct cases within the agency. The CIA has publicly condemned Raymond’s crimes and has pledged to cooperate with law enforcement. However, the specifics of his work and the countries where he committed the assaults have not yet been disclosed.

 

Raymond’s defense has sought clemency, arguing that his work with the CIA and resulting emotional stress contributed to his behavior, but the court has opted for a harsh sentence.
